Foreman splits agent responsibilities into Jev-routed modules

We added pluggable “responsibilities” to Foreman in anticipation of many more features coming soon. Existing responsibilities like watching for AGENTS.md drift, tracking meaningful progress, and deciding when work is ready to finish were refactored into these modules. As new work arrives on the software factory floor, a Jev-powered router now activates each responsibility that applies. GitHub: https://github.com/thruwire/foreman
