OpenAI disallows MCP servers with dynamic tools
An OpenAI staffer explains that tool metadata is snapshotted and safety-scanned at submission time and served to all users, so MCP servers with dynamic tools would not work in ChatGPT.

@bartydoeswhat cool! we don’t allow MCP servers with dynamic tools because they wouldn’t work with ChatGPT: at submission time, we snapshot & safety scan your tools metadata and then will serve those tools to all your users.
