Why Dots agents weren't opened to Plus users from the start

To be honest, I don't really get why OpenAI couldn't just roll out their Dots agents for Plus users right off the bat! I mean, they could have easily run them on GPT-6.1 Sol instead of Astra for Plus subs-it would've been super cost-effective for OpenAI, and users would have been thrilled!
