在 x402 支付场景里，agent 从 Bazaar 发现候选工具后，由 Jev 实例给「是否匹配任务、价格是否值得」打分，阈值由代码控制。

For x402 clients, Jev can be applied to x402 'tool selection' in interesting ways. for example - agent discovers candidates via Bazaar, Jev instance scores which tool fits the task + whether the price is worth it, code owns the threshold.
